PUBLIC NOTICE
PHASE I – FLOATING CABINS RULE AMENDMENTS
TVA proposes to amend regulations governing floating cabins on the Tennessee River and its tributaries. The proposed “Phase I” amendments would re-define nonnavigable houseboats and floating cabins using one term—“floating cabins”—and prohibit new floating cabins after December 16, 2016. The proposed amendments also include limited mooring standards, limitations on expansions, and a requirement for owners to register floating cabins before January 1, 2019. In addition to the updated rule amendments for floating cabins, the proposed amendments contain a minor change to clarify when TVA will allow some private water use facilities (e.g., docks) to be as large as 1800 square feet.
Additional safety and environmental standards for floating cabins will be addressed in a later “Phase II” rulemaking after TVA has discussed the proposed standards with stakeholders.

Interested individuals, organizations, and agencies may submit written comments on the proposed rule amendments. These comments will be considered before final rules are adopted.
